CNN's Jill Dougherty reports that a civilian surge is part of the plan to rebuild Afghanistan and revitalize its economy.
Calling 1,000 State:Justice:Treasury Federal administrative staff 'civilians as part of the plan (sic) to rebuild" is being wholly disingenuous, like calling the Black Hills buffalo hunters and Southern carpetbaggers 'civilians'. There is no 'plan' for rebuilding, if there were it would have been researched, published, critiqued, funded, staffed and underway some eight years ago.
